At 11:45 p.m. on Thursday, Jim Owen was the last person to testify about a proposed ban on most Airbnbs in New Haven.
At the last minute, he decided to tell committee alders that the five hours of testimony before him had partly changed his mind.
Owen was one of over 200 people to fill the Aldermanic Chamber in City Hall on Thursday night for a Board of Alders Legislation Committee hearing about a proposal to regulate Airbnb-style short-term rentals in New Haven.
By the end of the night, just past midnight, the committee members voted 5-2 to advance the proposed regulation with a favorable recommendation — while suggesting that they may amend the proposal when it comes to the full Board of Alders for a final vote.
